Romans 9 brings up [I do nor say it is all that is in there] the Esau / Jacob contrast and alludes to
The elder shall serve the younger.
which is prophecy. Which draws on the atemporal knowledge of God. The prophecy was made when the babies had done nothing. But it reflects God's awareness of what each would do.

There is more, but let me not sidetrack.
